David Lawrence Hildebrand, 68, of Warren, PA passed away on Friday, March 31, 2023, after an extended illness.
David was born on February 22, 1955, the son of the late Merle and Annella (Flecher) Hildebrand in New Castle, PA. After graduating from New Castle High School in 1973 he went on to study City Planning at Penn State and Indiana College of Pennsylvania. After graduation, he landed his first jobs as a City Planner for Virginia and Texas, kicking off a career in City Planning. He was the Director of Planning and Development for the City of Warren for 29 years before retiring in 2021.
He met Donna Avellino Young, and they married in 2003. Together they have three children, Anne Hildebrand (Mike Aranda) of Boston, MA; Tim Hildebrand and his wife, Brittany Luna, of Philadelphia, PA; and Scott Young of Buffalo, NY. After retiring David spent time on his hobbies of books and gardening.

David was a kind man with a wickedly funny sense of humor. I enjoyed working with him at the City of Warren. And he always was kind enough to let me know when the next good estate sale was coming along. He will be missed. Condolences to his family.
David was instrumental in developing Warren’s impressive tree planting program, which has extended the tree canopy throughout the City. His skill for grant writing provided hundreds of additional trees with little cost to the taxpayer. He was a quiet man, but a delight to talk with when one had the opportunity to meet with him. My sympathy to his family for their loss.

Kudos to Manager Ken Dupont and City Staff for recommending To Council that David be brought from Texas to Warren in the early 1990s to serve as City Planner/Grantsman. David was a very dedicated City steward who developed several comprehensive plans and helped bring millions of grant dollars into the City for major improvements to streets and parks as well as local economic revitalization assistance for businesses. I can reflect on the many attributes that have been said of David. Honest, helpful, friendly, courteous, dedicated and thrifty is a fine legacy, not to mention his true love of wife and family. As City engineering representative, I enjoyed working with him and talking with him for over 25 years. My condolences to Donna, his family and all who cared. Rest in Peace friend.

Dave was a true friend and asset to the Warren Community. His expertise, knowledge, experience and friendship to all of us will never be forgotten.
Here was a man who gave much and asked for little in return. He and Donna made a great team and served Warren in many ways. I will miss my friend Dave, he was my mentor, friend and fellow enthusiast in researching history, grant writing, antiques, and quality conversation. I was pleased to work with Dave during my time on Warren city Council 1997 to 2006. He provided much in the way of improving the appearance of the city and his grant writing abilities saved taxpayers money. Tree city designation is a fine legacy he left.
Dave will be remembered for his commitment to making Warren a beautiful walking community graced with many varieties of trees. For such a quiet man, his sense of humor helped one to better know him. Ann and Tim were lucky to have him as their dad.
