Barbara C. Tubbs, 78, of Starbrick, PA, died Tuesday afternoon November 23, 2021, at the John and Orpha Blair Hospice Home, after a courageous battle with cancer, and with her family by her side. She was born on May 8, 1943, in Warren, the daughter of the late Allen B. Chase and Evangeline M. Simpson Chase. Barbara was a life-long resident of Warren County, and a 1961 graduate of Warren High School. For 50+ years Barbara was blessed to work at the Warren Public Library, a place that was near and dear to heart.
She was a member of the Starbrick PTA and the Warren County School Board for 10 years, was one of the leaders of Starbrick Cub Scout Pack 16, Past President of Zonta Club of Warren, the Warren County League of Women Voters, Mental Health/Mental Retardation Advisory Board, Department of Human Services Advisory Board, Jefferson-DeFrees Family Center Board, and Westview Cemetery Board. She was also Chairman Northwest Human Services, and a Member of the Warren Library Association, Warren Regional Partnership, United Fund Board, was active in Leadership Warren County, as well an Honorary Member Delta Kappa Gamma.
She is survived by her husband, Ronald A. Tubbs, and her two sons – Roger Tubbs and wife, Shelle of North Warren, PA, Andy Tubbs, and wife, Tracey of Mechanicsburg, PA. She is also survived by her sister Marcia Newark and husband, Richard of Lake Havasu, AZ, three grandchildren – Jessica Ristau Flickner, and husband, Michael, Meghan Tubbs, and husband, Clinton Morgan, and Chase Tubbs, and two great-grandchildren – Aubrey and Wesley Flickner,, as well as several nieces and nephews.
In addition to her parents, she was preceded in death by her brother, David Chase.
Friends may call at First Lutheran Church, 109 W. Third Street, Warren, PA on Saturday, November 27th from _10:00 to 11:oo A.M. A Memorial Service will follow at 11:00 a.m. with Rev. Jeffrey Ewing, Pastor, officiating. A private burial at Westview Cemetery, Starbrick, PA. will be held at the convenience of the family. I saw Barb when I visited the library. She was truly a lovely, friendly lady, and I’ll miss seeing her.

Barb has always had my deep admiration. She was the ultimate conciliator, always seeking a wise solution to difficult problems. She never hesitated to go where angels in the interest of the community. Her participation will be missed, but her example will continue to guide those of us who knew and admired her. My deepest sympathy to her family and her many friends.
